This was built in 1887 to celebrate Queen Victoria's Golden Jubilee. It was a charitable building and was established as a Literary Institute. It was formerly the Library and was administered by the Council. CBLC brought it in 1995. Money was invested in the name of the Jubilee Charity for Science, Literature and the Arts, and the Charity is administered by CBLC.
The building was completely refurbished in 1998. CBLC moved in during May 1999 and use the top floor as offices. The ground and first floor rooms are available for hire to Charitable or Community Organisations, and are currently heavily used as the hiring fee is currently only £10.00 per four-hour session.
