The Structure of CBLC

Our Trustees are the people in charge of our charity. They play a vital role, volunteering their time and working together to make important decisions about the work we do.

The full Trustee board meet monthly. The Grants Sub-committee meets in advance of the main meeting to consider grant applications and make recommendations in relation to funding and policy. The Administration & Finance committee meets bi-monthly to discuss financial and general management issues for recommendation to the main board. Certain matters may be delegated to staff officers for approval, such as small grants.

The day-to-day management of the Charity is delegated to the Chief Executive Officer. There are five other members of the staff team including a Grants Officer, an Education and Arts Grants Officer, a Communications Officer, an Administrative Officer and a Caretaker/Cleaner. Our CEO reports directly to the Chairperson of the Trustees. All staff are employed on a part-time basis.

The future aims and key objectives for the Charity are to continue to make awards whilst monitoring capital assets and investment income levels and to improve the land for the benefit of the inhabitants of Chippenham.


Our staff team deal with the day to day work of the charity. The office at the Jubilee Building in Chippenham is open from
9.00am – 3.00pm daily when staff are happy to provide information and deal with any enquiries.

Phil deals with all the land, building, finance and staffing aspects of the charity.

Grants Officer

Helen Madle

If you are struggling and in need of support, advice or feel your organisation can help to improve the welfare of the local community then Helen is the person to talk to.

Arts & Education Officer

Laura Graham-May

Laura deals with all the education and arts related work of the charity liaising with local schools together with arts organisations and professionals.

Communications Officer

Katie Bradbury

Katie deals with all the internal and external communications for CBLC including running the main charity, One Chippenham and Westmead Hub websites, branding, marketing, public relations and social media management.


Kaydie Harris

From invoicing and finance to meeting minutes and correspondance, Kaydie multitasks with all aspects of administration for the charity.


Tony Harbour

Tony keeps the Jubilee Building running by setting up rooms for bookings and keeping everything tidy and in working order. He also sorts out all of our ‘out of hours’ bookings.


We currently have 11 Trustees who play a vital role, volunteering their time and working together to make important decisions about the charity’s work.

All Trustees serve an initial term of office of up to four years and no longer than a maximum of two full terms of office. After two full terms of office all Trustees retire but may apply to be re-appointed after a period of two years from their retirement date.

The body of Trustees consists of six Nominated Trustees and up to seven Co-opted Trustees.
